The Cowlitz County prosecutor has criminally charged Mr. Swanson in the recent cat/dog deaths case in our community. Mr. Swanson was only one party that is involved. Additional involved parties need to step up and be held accountable, including the Moore Family.

Based on the reported information, Moore’s dogs legally became Dangerous Dogs when they killed the cat on property not owned by the Moores; putting them in violation of RCW 16.08.070 (Dangerous Dog Act) a Class C Felony which carries a penalty of up to 5 years in jail and a fine of $10,000 (RCW 9A.20.021). The killing of the cat was the root cause that triggered all the elements in this case and needs to be addressed.

From an equality of accountability standpoint, I urge our prosecutor to either charge the Moore Family under the Dangerous Dog Act or drop the charges against Mr. Swanson. As a taxpayer, I favor dropping all the criminal charges and let the issues be resolved in civil court.
