The final primary election count changed the outcome of only one race — by the smallest of margins.

As of the latest count, annual Castle Rock Library levy had a 59.76 percent approval. It needs 60 percent. Had just one of the 165 “no” votes been a “yes” vote, the measure would be passing.

The next count will take place next Friday. It’s possible late-arriving ballots could still push the $81,000 measure to victory.
